Increasing environmental and energy regulation such as the Climate Change Agreement (CCA) system in the UK will mean that construction without environmental consideration will result in tax penalties for the eventual owner. This will make any construction project difficult to sell or hand over as an environmental and energy impact assessment could lead to rejection of the project. While these new regulations are currently limited in their scope there is a growing expansion of the use of green penalties as a means of forcing energy efficiency onto construction projects.
